Visitor Centre Feasibility Study

Client: Natural Resources Wales
Planning Solutions Consulting carried out an independent feasibility study for Natural Resources Wales, examining the opportunity to expand its portfolio of managed visitor centres. The work evaluated the constraints and opportunities associated with acquiring an additional visitor centre, to inform Natural Resources Wales’ decision on whether to proceed.

The project identified:

  • Operating costs: Projected running costs, in both financial and staffing terms, over a five-year period
  • New business opportunities: Development scenarios to generate additional income through an enhanced mixed-income model
  • Potential liabilities: Risks Natural Resources Wales could assume in taking on the centre, including upkeep of the building and associated facilities, existing leases, and TUPE staff transfers
  • Market opportunities: Existing and potential new visitor markets the centre could attract
  • Management and staffing options: A range of alternative operating models
  • Strategic fit: How each development scenario would perform against Natural Resources Wales’ priorities and objectives
