On behalf of a private landowner and developer Planning Solutions Consulting carried out a commercial leisure appraisal in the North East of England in general and specifically in relation to an urban edge site close to Durham.

Our work led to a mixed-use development emerging as the preferred use to take forward to a planning application.

Our work was taken forward in two stages. Firstly, a market review and options appraisal which looked at a long list of leisure development opportunities and set out the optimum mix, scale and configuration of primary activities / uses to maximise land value. Our second stage focused on a detailed financial appraisal, considering the operating model, project risks and capital costs.

We also completed a confidential module of market testing to help determine likely operator interest in the scheme once developed.
