Case Study — Saltburn Cliff Tramway

Client: Redcar and Cleveland Borough Council
The Saltburn Cliff Tramway is a historic funicular railway in Saltburn-by-the-Sea, North Yorkshire. The award-winning visitor attraction opened in 1884 and connects Saltburn’s upper promenade with the lower promenade and beach. It’s the oldest water-balanced funicular railway still in operation in the UK, having replaced an earlier vertical hoist built in 1870. The lower ticket office building is a Grade II* listed structure.

Our Approach

Planning Solutions Consulting was commissioned to identify options to enhance the visitor experience and operational performance of the funicular railway. Our work focused on:

  • Analysing relevant tourism and visitor attraction market trends
  • Running a programme of engagement with key stakeholders
  • Identifying opportunities to enhance the visitor experience and operational performance
  • Reviewing future governance and delivery options
