Activity centre accommodation feasibility study

Planning Solutions Consulting was commissioned to carry out a high-level feasibility study to introduce overnight accommodation at an existing activity centre to create an offer with wider market appeal whilst helping to build the financial resilience of the overall operation. The existing activity centre operating profile was reviewed to identify the ‘fit’ of introducing overnight accommodation along with a review of the site from a physical development perspective. The market was also analysed, including the residential market place living within specific drivetime catchments of the site, the wider tourism market, the outdoor activity sector and the competitive landscape. This led to the production of a summary site and market SWOT analysis being produced. Two key case examples were identified and reviewed, which helped to identify critical issues related to safe-guarding, staffing, financial performance and the scale and form of the accommodation offer. This helped to identify a number of future overnight accommodation options which were evaluated using a weighted scoring matrix which identified the lead option. A commentary was provided on the operating model and a risk assessment was also carried out.
